Normalize the URL authority

Description

Applies Syntax-based normalization to the URL authority. Percent-encoding triplets are normalized to uppercase letters. Percent-encoded octets that correspond to unreserved characters are decoded.

Exception Safety

Strong guarantee. Calls to allocate may throw.
