        <p><span>This function sets the fragment to the</span> <span>specified string, which may contain</span>
<span>percent-escapes and which may be empty.</span>
<span>An empty fragment is distinct from</span>

<span>and reserved characters in the string</span>
<span>are percent-escaped in the result.</span></p>
