Create an in-place queue of initialLength copies of initialValue.

Create an in-place queue of the specified initialLength with each element initialized to the specified initialValue. Optionally specify a basicAllocator used to supply memory. If basicAllocator is 0, the currently installed default allocator is used. The behavior is undefined unless 0 <= initialLength.
