Create a TYPE pointer at address unique for identifier.

Description

The behavior is undefined unless 0 <= identifier < 128. Note that no object is created at the address of the returned pointer, nor is it guaranteed to be a valid address for an object (or function). Also note that the same address may be returned for different allocators, and is guaranteed to be unique only with respect to the identifier value.
