This struct template sets the boolean type for the attribute named propagate_on_container_copy_assignment to bsl::false_type if the given (template parameter) ALLOCATOR_TYPE does not define such an alias (i.e., false == AllocatorTraits_HasPropOnCopyAssign<ALLOCATOR_TYPE>::value).
