Initialize ctx for decryption with an optional ENGINE implementation.

Cipher algorithm, or NULL to reuse the current algorithm.

Optional ENGINE providing the implementation, or NULL.

key

Decryption key bytes, or NULL to set later.

Initialization vector, or NULL when not required / set later.
