Construct the manager and its underlying fee rate estimators.

block_policy_path [in]

Path to the block policy fee estimates file.

read_stale_estimates [in]

Whether to load stale estimates from disk.

mempool_estimator_path [in]

Path to the mempool policy estimator data file.

mempool [in]

The mempool to use for the mempool fee rate estimator.

chainman [in]

The chainstate manager.
