This struct template sets the boolean type for the attribute named propagate_on_container_swap to the nested type alias in the given (template parameter) ALLOCATOR_TYPE if ALLOCATOR_TYPE defines such an alias (i.e., false == AllocatorTraits_HasPropOnSwap<ALLOCATOR_TYPE>::value).
