Create an empty time queue. Optionally specify numIndexBits to configure the number of index bits used by this object. If numIndexBits is not specified a default value of 17 is used. Optionally specify a basicAllocator used to supply memory. If basicAllocator is 0, the currently installed default allocator is used. The behavior is undefined unless 8 <= numIndexBits <= 24.
