Context for UTF8 strings (i.e., bsl::string and bsl::vector<char>).

`addCharacters` [virtual]	Process the specified character data while decoding. Return 0 on success, and a non-zero value otherwise.
`beginParse`	Invoked when the decoder begins parsing. Return 0 on success, and a non-zero value otherwise.
`endElement` [virtual]	Invoked when the decoder finishes parsing an element. Return 0 on success, and a non-zero value otherwise.
`parseAttribute` [virtual]	Invoked when the decoder encounters an attribute. Return 0 on success, and a non-zero value otherwise.
`parseSubElement` [virtual]	Invoked when the decoder encounters a sub-element. Return 0 on success, and a non-zero value otherwise.
`startElement` [virtual]	Invoked when the decoder begins parsing an element. Return 0 on success, and a non-zero value otherwise.
