BloombergLP::baltzo::LocalDatetime::LocalDatetime

Create a LocalDatetime object with attribute values set from the specified datetimeTz and timeZoneId, using the specified allocator to supply memory. If timeZoneId is passed as a null pointer, it is treated as an empty string.
