BloombergLP::balb::LeakyBucket::submit

Submit the specified numUnits to this leaky bucket. The behavior is undefined unless unitsReserved() + unitsInBucket() + numUnits can be represented by a 64-bit unsigned integral type. Note that after this operation, this leaky bucket may overflow.
