BloombergLP::balb::LeakyBucket::reset

Reset the following statistic counters for this leaky bucket to 0: unitsInBucket, unitsReserved, submittedUnits, and unusedUnits. Set the lastUpdateTime and the statisticCollectionStartTime to the specified currentTime of this leaky bucket. The behavior is undefined unless 'LLONG_MIN != currentTime.seconds()'.
