Create a sluice. Use the specified `clockType` as the clock against which the `bsls::TimeInterval` `absTime` timeouts passed to the `timedWait` method are to be interpreted (see {Supported Clock‐Types} in the component documentation). Optionally specify a `basicAllocator` used to supply memory. If `basicAllocator` is 0, the currently installed default allocator is used.
