Create an empty `Timetable` (i.e., a timetable having no transitions) whose initial transition code is `k_UNSET_TRANSITION_CODE`. Optionally specify a `basicAllocator` used to supply memory. If `basicAllocator` is 0, the currently installed default allocator is used.
