Return `true` if there currently exists a directory at the specified `path`, and `false` otherwise. If there is a symbolic link at `path`, follow it only if the optionally specified `followLinksFlag` is `true` (otherwise return `false`). Platform‐specific note: On Windows, a "shortcut" is not a symbolic link. The parameterized `STRING_TYPE` must be one of `bsl::string`, `std::string`, `std::pmr::string` (if supported), `bsl::string_view`, or `bslstl::StringRef`.
