Construct a reader with the specified `bufSize` and the optionally specified `basicAllocator`. The instantiated `MiniReader` uses a memory buffer of `bufSize` while reading the input document. If `basicAllocator` is 0, the currently installed default allocator is used. `bufSize` is a hint and may be modified or ignored if it is not within a "sane" range.
