Create a record attributes object having the specified `timestamp`, `processID`, `threadID`, `kernelThreadId`, `fileName`, `lineNumber`, `category`, `severity` and `message` values, respectively. Optionally specify a `basicAllocator` used to supply memory. If `basicAllocator` is 0, the currently installed default allocator is used.
