BloombergLP::baltzo::DataFileLoader::loadTimeZoneFilePath

Load into the specified result the file‐system path to the Zoneinfo binary data file corresponding to the specified timeZoneId relative to the configured rootPath. Return 0 on success, and a non‐zero value otherwise.
