== Description

Append the specified `length` bytes from the specified `offset` in the specified `source` to the specified `dest`. Note that the data memory from `source` is not copied, but rather new `BlobBuffer`s referring to the same data memory are created and appended to `dest`, hence `dest` is not required to have a `BlobBufferFactory`.
