Description

Construct the 'first' member of a 'pair' from the specified 'value', using the specified 'basicAllocator' to supply memory. This function (perfectly) forwards 'value' to the constructor of (template parameter) 'TYPE' when 'TYPE' does not use 'bslma'‐style allocators.
