Append buffers from source starting at offset onto dest.

Description

Append from the specified offset in the specified source to the specified dest. Note that the data memory from source is not copied, but rather new BlobBuffer`s referring to the same data memory are created and appended to `dest, hence dest is not required to have a BlobBufferFactory.
