Construct a reader with the specified bufSize.

Description
Optionally specify a basicAllocator. The instantiated MiniReader uses a memory buffer of bufSize while reading the input document. If basicAllocator is 0, the currently installed default allocator is used. bufSize is a hint and may be modified or ignored if it is not within a "sane" range.
