Pass that inserts GC safepoints into IR at call sites, entries, and loops.

Description

Places call parse points and entry/backedge safepoint polls so executing code reaches a well‐defined state for the collector in finite time. Relocation and liveness are handled later by RewriteStatepointsForGC.
