A CRTP base class that keeps a global count of instances of a type.

class SingletonRelaxedCountable;The running count is maintained with a relaxed SingletonRelaxedCounter. To avoid adding names to the counted type, the count is read through the separate type SingletonRelaxedCountableAccess.
